The Opportunity:

We are looking for a Project Technical Leader to lead the technical design and team on an exciting Data Centre project in Dubai.  Laing O'Rourke has been successful in bidding and securing data centre projects due to our track record of the successful delivery of 5 separate schemes previously, five with this client.

The Project Technical Leader (PTL) is a senior member of the Technical Function and is key to unlocking its operating model. The PTL is accountable for technical excellence, assurance and staff performance throughout each project lifecycle, consistent with Client aspirations and Company systems.

In addition to their project responsibilities, project technical leaders act as the integrator between project specific activities and the wider technical function community. The role requires fostering a data rich environment and an enduring culture of continuous, measurable improvement through originality of thought, technology deployment, lessons learnt and knowledge sharing.

What will the role look like?

Leadership of the technical design.  Working closely with the Project Leader and Functional Leaders, from early engagement through to the point of technical completion, the PTL is responsible for developing an integrated technical solution, which aligns with and enables the implementation of the project execution plan and build.

  • Understanding and communicating clients' value drivers, needs and specific project requirements.
  • Identifying all technical requirements needed to fulfil our contract obligations throughout the project lifecycle.
  • Having ownership and control of the technical delivery (quality and timely submissions) across the project, including the management and co-ordination of design partners and the full supply chain delivery.
  • Identifying and mitigating project technical risks and provide technical assurance of all activities in all phases of the project, including the organisation of Technical Launches, Design Reviews and Settlements.

Leadership of the technical team. The PTL has line management and resourcing/task allocation responsibilities, including the design management team, engineering teams and digital engineering teams on the project.

  • Planning and appropriate resourcing of the required technical team across the different project phases (bid, PCSA, delivery and completion).
  • Ensuring correct and agile deployment of the technical teams to their specific tasks.
  • Responsibility to identify development and training needs for people on the project in collaboration with the Technical Function People Leads.
  • Forecasting, controlling and tracking the technical team costs.

Also:

  • Owning the end-to-end accountability for the technical integrity of the project, from early engagement, to operation and end of warranty.
  • Ensuring effective collaboration across technical disciplines and the delivery team to ensure the project meets the client's brief and key value drivers.

What skills & experience are we looking for?

  • Data Centres and / or an MEP background would be ideal, but not essential!
  • First degree in Architecture or Engineering Discipline (Mechanical, Electrical, Civil, Structural).
  • Chartered/Fellow member of a relevant professional institution. Represents the business at trade and/or professional bodies.
  • Significant experience (10-15 years) leading design, with breadth and depth of experience.
  • Able to challenge, develop and create innovative products, systems and solutions to complex engineering problems when creating effective design briefs.
  • Adopts a strategic approach providing advice, leadership and advocacy, ensuring client objectives always remain in focus.
  • Recognised for their ability to understand the client's business objectives and work with the sponsor and stakeholders to develop and agree the project brief to maximise value in the proposed solution.
