Role Context including; Project, Likely Timeframe of project, Work Environment and Location
- Securing a potentially profitable work stream for the business by ensuring that bids are prepared in a timely manner, are attractive to our customers, and meet LOR Group requirements.
- Operating in an efficient manner by utilising appropriate Digital Engineering (DE) tools and Estimating software, promoting consistent practices and using feedback from live or recently completed projects as appropriate.
- Understand and drive through the 'Value Proposition' through opportunities, including Self Delivery where appropriate, Digital Engineering and meeting the DfMA agenda
- Seeking to improve competitiveness by innovative thinking and engaging Engineering Excellence as appropriate
- Engaging all disciplines/functions in the work winning process; Design, Commercial, Engineering, Digital Engineering (DE), Procurement, Engineering Excellence Group (EnEx.G), Planning & HS&E
Role Purpose
Ensuring development and training needs of staff are identified and provided. Ensure long term succession planning of staff in department. Providing staff with guidance on their job responsibilities. Provision of general support information to estimators. Allocation of appropriate estimating resources to bids. Initial appraisal of bid documentation and establish bid strategies from earliest possible stage. Ensuring all bids are subject to proper adjudication
Key Deliverables and Accountabilities
- Deputise for Estimating Leader when necessary
- Assist in identifying the level of staff resources required to deliver the estimating function for the business. Assist in the recruitment, and retention of staff.
- Ensuring development and training needs of staff are identified and provided
- Contribute to the long term succession plan for the estimating staff
- Estimating function on specific large-scale or complex projects.
- Ensure estimating resource comply/support the core process and internal governance process
- Providing estimating staff with guidance on their job responsibilities
- Providing leadership for small teams of estimators on large-scale projects. Team Leader in prime cost evaluation. Work with the Bid Leader to support leadership on bids.
- Assist development and training needs of estimating staff are identified and provided. Provide robust and structured training of assistant and trainee estimating grades.
- Provision of general support information to estimating teams
- Allocation of appropriate estimating resources, where necessary, to prepare pre-bid submissions/pre-qualification documents.
- Ensure consistent preparation and compliance of the mandatory 'Executive Dashboards' and 'EFA' sheets for all bids.
- Initial appraisal of bid documentation and establishment of appropriate bid strategies with Bid Managers/ Sector Leader from earliest possible stage. Ensuring all bids are subject to proper adjudication
- Successful post tender negotiations
- In conjunction with marketing function prepare pre bid submissions/pre-qualification documents
- Act as a role model for the team, and mentor the estimating team. Motivate team.
- Liaison with clients and external consultants
- Ensuring all bids are subject to proper adjudication.
- Advise on finalisation matters of risk, qualification and margin.
- Contribute jointly with BU Leader, Sector Leaders and appropriate Functional Lead in the evaluation/ attractiveness of new business opportunities.
Technical Capabilities
- Procurement – exposure to various mechanisms for the procurement of projects
- Pricing – expert in establishing a forecast of net prime cost, preliminary costing and cost planning
- Package management – expert in skills in supply chain enquiry generation and management
- Bid Administration – expert in managing the tendering and estimating process
Experience
- Previous site experience outside of Estimating Role in either an Engineering or Commercial Role
- Previous experience of leading/managing team's of estimators across the bid process
- Previous experience of managing medium and long term estimating resources as part of leading a team.
- Previous experience of recruiting and retaining staff as a function
- Essential
- Ability to influence and develop winning strategies for tenders
- Excellent all round experience of estimating procedures through the life of an estimate, through until submission, post tender procedure, award and handover to the delivery team.
- Ability to lead complex/multi trade tenders through the settlement process
- Previous experience of managing tenders across a number of sectors / work types
- Full Corporate Membership / Fellowship of a recognised Masters Programme or MBA.
